It seems like the basic difference in our minds is regarding God's existence.

However, if the definition of religion is to define and/or articulate the inexplicable, then, believe it or not, it was stated before:

Ecclesiastes 3:11 (NIV)
11 He has made everything beautiful in its time. He has also set eternity in the hearts of men; yet they cannot fathom what God has done from beginning to end.

Religion: attempts to define and/or articulate the inexplicable. To answer your first question, fear necessitates man to create a god. Without fear, man would not feel the need to appease someone or something. And to answer your second question: yes. If one creates something and calls it God, that creation does become God because what we create becomes reality. Realities are only true for a time. If we have the power to "create" something, we are then equally capable of destroying it.

What necessitate a man to create god?

Extra comment added:
It happened before, that men tried to create God. Israelites created a golden calf. Others created something else, and worship that creation. If one created something and called it God, does that creation become God?

If God didn't exist, it would be necessary for man to create him
